Request for Expression of Interest for the Consultancy Services of a Comprehensive Master Development Plan for the Clark Green City by Philippine Japan Initiative for CGC Inc.
The Bases Conversion and Development Authority (BCDA) and Japan Overseas Infrastructure Investment Corporation for Transport and Urban Development (JOIN) signed a Joint Venture Agreement last 08 March 2016 for the purpose of establishing a joint venture company – the Philippine Japan Initiative for CGC Inc. (PJIC).
PJIC now invites consulting firms to apply for the Consultancy Services for the Preparation of a Comprehensive Master Development Plan for the Clark Green City (CGC) that will provide sufficient details for its implementation, including layout plan of the utilities and road networks for CGC Phase 1 in particular, as well as preliminary design of other necessary infrastructure for other areas of the CGC. BCDA and JOIN at the request of PJIC provide the use of their website.
PJIC intends to apply the sum of Fifty Five Million and 00/100 Pesos (PhP55,000,000.00), inclusive of VAT and all other applicable government taxes and fee, being the Approved Budget for the Contract (ABC) as payment for the contract of Consultancy Services for the Preparation of a Comprehensive Master Development Plan for the Clark Green City. Bids received in excess of the ABC shall be automatically rejected at bid opening.
Consultants who are interested in this tender shall submit a Letter of Intent (LOI). The LOI shall include a certification that the applicant meets the minimum qualification set out in the attached documents (Terms of Reference) hereto:
If the applicant is a consortium, the LOI shall specify the members of the consortium and their corresponding track record. The LOI shall be submitted on or before April 26, 2016, Tuesday, 3:00PM (UTC+8 time zone) via email, pjic.inc@gmail.com.
PJIC shall accept request for clarifications only from applicants who have submitted the LOI duly received by PJIC. Requests for clarifications may be submitted on or before April 28, 2016, Thursday, 3:00PM (UTC+8 time zone) via email, pjic.inc@gmail.com. Answers to the clarification sent through the above procedures will be disclosed to the public.
Copy of the Terms of Reference (TOR) for the project can be downloaded from the BCDA website (http://www.bcda.gov.ph/) or JOIN website (http://www.join-future.co.jp) or can be secured by the interested applicant at PJIC office at BCDA Corporate Center, 2nd Floor Bonifacio Technology Center, 31st Street corner 2nd Avenue, Bonifacio Global City, Taguig City, Philippines at no cost.
Interested applicants with LOI duly received by PJIC must submit their proposal on or before May 18, 2016, Wednesday, 3:00PM (UTC+8 time zone) at the PJIC address stated below:

The opening of proposal is on May 18, 2016, Wednesday, 4:00PM (UTC+8 time zone) and will be evaluated based on the following criteria, details of which are provided in the Annex-A, technical evaluation sheet.
The PJIC reserves the right to reject any and all bids, annul the bidding process, or not award the contract at any time prior to contract award, without thereby incurring any liability to the affected bidder or bidders.
